"In action science, descriptive data is necessary but not sufficient for learning. Learning occurs when participants detect
and correct gaps between descriptive claims and practical outcomes, or between intentions and results, thoughts and
actions, theories and practices; produce what they claim to know. Action science calls this "reducing gaps between espoused
theories and theories-in-e." Narrowing these gaps involves increasing rigor by testing the inferences participants make
in reasoning about problems."
